This week, we’re highlighting the five recipients of our 2023 RapidSOS Responder Excellence Award! 🏆 First up is Adams County Communication Center, Inc. (Adcom911) out of Commerce City, CO. Check out the save story below to see how the team at AdCom911 is going above and beyond to leverage RapidSOS technology to keep their community safer.On April 29, police received a report that a male had been shot. The suspect had fled in a vehicle and taken a female who was in fear for her life. The female texted 911, which allowed dispatchers to track her location in RapidSOS. Everyone at Adcom911 worked together to track the female, notify other agencies, and gain information from other people calling in. At one point, the female’s texts were funneled to a nearby ECC, and the two agencies coordinated to continue tracking her in RapidSOS. Eventually, after being transported in two different stolen vehicles, dispatchers saw that the female was heading back to the original address. Officers hid nearby and were able to intercept the vehicle so they could take the driver into custody. 🏆 #IDEMIANEWS | IDEMIA Public Security North America has implemented its cloud-native fully functional Automated Biometric Identification System, STORM ABIS, in Volusia County, Florida, to support its latent print unit. The Volusia Sheriff’s Office is the first law enforcement agency in the nation implementing a cloud-native ABIS that can search county, state, and federal databases from a single application. Volusia County, which is located in the east-central part of Florida, is home to over 579,000 citizens. Lindsay Jones, CLPE, Supervisor of the Latent Print Unit, shared: “STORM's ease of use stands out for us. We prepare the images for a case, upload it to STORM ABIS, and then run searches for the case. With its capabilities, we’ve gone from handling 5 cases a week (per examiner) to 8-15 cases per week! Every second matters. Especially when it comes to life safety, property protection, and community well-being. Imagine driving past your favorite business at night and someone is breaking in...shattering windows & doors...stealing things...damaging expensive equipment, destroying fixtures...making a mess. Back in 2009 my wife and I had this happen twice at our gourmet cookie store in Florida. We didn't have cameras or any type of security (alarms, guards, etc.).Now it's 2024: Imagine the same situation. But now within seconds of driving by, the police arrive already equipped with up to the second camera footage of the crime. Not only footage, but also an AI analytics overlay that feeds the police with real-time updates about the crime scene. That's full situational awareness. It's almost unfair--a cheat code for people to protect their business and responders to do their job. This Axon/LVT integration connects the dots that in the past were unconnectable. And this awareness magnifies human and property safety because now there's far fewer "blindspots" going into each serious situation. Responders won't be blindsided and communities will collectively benefit. "Integrating Axon’s suite of real-time capabilities with LVT allows enterprises and law enforcement to collaborate and rapidly respond in real-time to serious incidents with complete situational awareness. Last week I had a post on identifying outlying counts in rare crimes, e.g. if you have 0.8 per month, a month with 5+ crimes is pretty rare. This tactic involves waiting until the month is complete and then flagging (such as in a CompStat report).This post shows a more immediate approach looking at the time in between events using the duality with the exponential and Poisson distribution. With the 0.8 per month example, two crimes within 9 hours is very unlikely. So you can identify "this is weird" at the moment the triggering event occurs, so is more real time monitoring.https://lnkd.in/eg9MN5DaThat example is not uber helpful (you would probably spot that as an analyst already), but say you had a rate of 0.1 per month, then if two events happen within 3 days that is very rare.And I give more examples in the blog post, this chart is an example of showing 3 events nearby within a few weeks of each other. I also describe a cusum approach to monitor continuously for more than 3 events.#crimeanalysis #timeseries

Twenty years ago, FedEx established its own police force, which is now collaborating with local police to build an AI car surveillance network using tools from Flock Safety. Flock Safety, a $4 billion startup, provides surveillance systems that monitor vehicles by various characteristics, and FedEx is using these tools to enhance security at its facilities across the U.S. In exchange, FedEx shares its Flock surveillance feeds with law enforcement agencies. Some police departments also share their Flock feeds with FedEx, raising concerns among civil rights activists about the expansion of mass surveillance without public transparency.Civil rights groups like the Electronic Frontier Foundation and the American Civil Liberties Union (ACLU) have expressed alarm over this collaboration. They argue that private companies like FedEx availing themselves of police surveillance data, without the same transparency requirements as public entities, could lead to a significant expansion of surveillance capabilities, leaving the public uninformed. Jay Stanley of the ACLU described the arrangement as "profoundly disconcerting" and questioned why FedEx would have privileged access to such data, which is typically restricted to law enforcement.The extent of data sharing between FedEx and law enforcement is still unclear, though some partnerships have been confirmed. For instance, the Shelby County Sheriff’s Office and the Pittsboro Police Department share their Flock camera data with FedEx, while FedEx reciprocates by sharing its feeds. Other police departments, like the Greenwood Police Department, have similar arrangements. Flock Safety's extensive network, funded by significant venture capital, is also used by other large corporations like Simon Property and Lowe's, further integrating private surveillance into public law enforcement efforts. “An SCSO document titled “Charges/Warrants as a Result of Flock/RTCC,” spells out what taxpayers have received for their money. Since the start of 2023 to May 2024, the RTCC has helped with the arrest/charging of 150 people, recovering 88 stolen vehicles and 23 stolen plates, averted 33 dangerous situations, and located 9 missing personas, among others.”Three main things happening here to help drive a successful RTCC:1.
